The next problem was the lack of statistical data on Chinese villages. I now had a basic understanding of political and social interactions at the village level, but it was based primarily on observations in only four villages. I needed data that would allow me to make generalizations about village governance and public goods provision for a broad range of villages. 29 I thus designed an original village survey to collect previously unavailable data on village-level provision of public services and a wide array of village conditions.
